Tom Kimball Director
Tom Kimball is a 1982 graduate of the University of Tennessee Law School. He has served as the Director of the National Law Center since January 23, 2017.
He served the Tennessee District Attorneys General Conference as the Traffic Safety Resource Prosecutor from September 2002 until 2017. In his role, he organized and conducted training seminars concerning DUI and traffic safety issues. Typically, he trained 300 prosecutors and 1800 officers per year.
He served as a resource to all prosecutors in Tennessee. He published the quarterly DUI News and wrote and distributed a DUI Trial manual for prosecutors. He has been recognized for his contributions to the Tennessee Governor’s DUI Task Force which was formed to rewrite the state’s DUI laws. Many laws he recommended have passed including the ability to obtain search warrants in DUI cases, mandatory blood draws for multiple offenders and drivers with child passenger and those who injure or kill others, an enhanced 4th and 6th offense DUI penalty, definitions of prior convictions and more.
As a prosecutor in Chattanooga from 1999-2002, Tom directed and coordinated efforts concerning the prosecution of all DUI offenses. He personally prosecuted all third offense or above DUI offenders in the Criminal Courts. He also prosecuted all alcohol or drug related vehicular assaults and homicides. He was a regular visitor and advisor at crash scenes. He personally was responsible for 311 felony or third offense misdemeanor convictions in two years as well as five vehicular homicide or aggravated vehicular homicide convictions.
Tom was honored to receive the Kevin Quinlan Award from the Foundation for Advancing Alcohol Responsibility on Capitol Hill in 2014 and several awards from Tennessee entities. His greatest reward in Tennessee was to help contribute to a steady decline in impaired driving fatalities in Tennessee during his tenure as a Traffic Safety Resource Prosecutor.

Metria Hernandez is a Project Coordinator for the National District Attorneys Association’s National Traffic Law Center. She provides administrative support to the organization’s program director and staff and senior attorneys. Ms. Hernandez also plans, coordinates and implements logistical support for training conferences and group meetings.
In the 12 years that Ms. Hernandez has been working with the National District Attorneys Association, she has become an integral member of the NDAA’s team through her work on 48 conferences with the number of participants ranging from 50-250. Metria continues to be a key player at the National District Attorneys Association in a mutually-rewarding relationship.
